BdFISH Ordinance 2017

Bangladesh is rich with her large numbers of fish and other fisheries fauna and flora, vast areas of open, closed and semi-closed water-bodies and other fisheries resources such as manpower, equipment, institutions, industrious etc. Moreover the environmental condition and geographical location is suitable for fish and other aquatic organism as well as favorable for fisheries and aquaculture. In the circumstance, Fisheries Science plays a vital role for the management and conservation of fisheries resources and development of aquaculture. We strongly believe that sharing fisheries information will works as an effective strategy in this process. BdFISH is launched to share fisheries relevant information special reference to Bangladesh through different initiatives.

1. Name

The name of this organization is “Bangladesh Fisheries Information Share Home” and “BdFISH” in brief.

 

2. Address

This is an associate organization of the Department of Fisheries, University of Rajshahi. Physical address of the organization is BdFISH, c/o Department of Fisheries, University of Rajshahi, Rajshahi-6205, Bangladesh. Virtual address of this organization is www.bdfish.org.

 

3. Text mark and Logo

The text-mark and logo of this organization are “BdFISH” and bdfish logo respectively.

 

4. Mode of BdFISH

The mode of this organization is voluntary and non-profit which is concerned to share fisheries information.

4.1 Vision:
An online platform for sharing fisheries information. It is also used as motto as well as slogan.
4.2 Mission:
To share fisheries information among the students, researchers, teachers, personnel and others (people) who are interested.
4.3 Values:
Volunteerism, honesty, accountability, self dependence and love for sharing fisheries information are the main keys to the development of this organization.
4.4 Strategy:
Sharing fisheries information (is an effective strategy for the development of fisheries science and technology).

 

5. BdFISH Membership

5.1 General Membership:
Eligibility: Any current or former Student, Researcher or Teaching staff of the Department of Fisheries, RU who is interested to work with BdFISH, agreed with the mode of BdFISH and paid General Membership fees (BDT 500.00 only per year). Benefits: General Membership certificate, Invitation card of BdFISH AGM/programs and 40% discount of BdFISH Publications will be provided to all General Members.
5.2 Associate Membership:
Eligibility: Any person, who is interested to work with BdFISH, agreed with the mode of BdFISH and paid Associate Membership fees (BDT 500.00 only per year). Benefits: Associate Membership certificate, Invitation card of BdFISH AGM/programs and 40% discount of BdFISH Publications will be provided to all Associate Members.
5.3 Life Membership:
Eligibility: Any person, who is obtained General Membership and paid Life Membership fees (BDT 5,000.00 only) or five years General Membership and paid BDT 3,000.00 only (reduced Life Membership fees) or ten years General Membership and paid 1,000.00 only (reduced Life Membership fees). Benefits: Life Membership certificate, Invitation card of BdFISH AGM/programs, and 70% discount of BdFISH Publications will be provided to all Life Members.
5.4 Associate Life Membership:
Eligibility: Any person, who is obtained Associate Membership and paid Associate Life Membership fees (BDT 5,000.00 only) or five years Associate Membership and paid BDT 3,000.00 only (reduced Life Membership fees) or ten years Associate Membership and paid 1,000.00 only (reduced Life Membership fees). Benefits: Associate Life Membership certificate, Invitation card of BdFISH AGM/programs, and 70% discount of BdFISH Publications will be provided to all Life Members.
5.5 Honourary Membership:
Eligibility: Any person, who is a national and/or international figure in the field of Fisheries and agreed to receive the Honourary Membership of BdFISH. Benefits: Honourary Membership certificate, Invitation card of BdFISH AGM/programs, 100% discount of BdFISH Publications and will be provided to all Honourary Members.
5.6 Patron Membership:
Eligibility: Any person, who is obtained General Membership or Associate Membership and paid Patron Membership fees BDT 25,000.00 (Silver Patron ) or BDT 50,000.00 (Golden Patron ) or BDT 75,000.00 (Diamond Patron ) or BDT 1,00,000.00 (Platinum Patron ) or more (Platinum+ Patron). Benefits: Patron Membership certificate, Invitation card of BdFISH AGM/programs, 100% discount of BdFISH Publications and will be provided to all Patron Members. Moreover Award/Scholarship/Prize/Aid etc. will be launched by the name of Patron from the bank interest of the paid fees.
5.7
Any one (having eligibility) seeking admission to a membership of BdFISH will apply to the Secretary on the duly filled prescribed form including requested document/s. Fees and other desired documents will be provided after the approval of membership by the BEB and BGB. Every approved member in good standing shall have the right to be present at AGM of BGB (BdFISH General Body) during Annual council to state his/her views and propose any proposal which is relevant to the mode of BdFISH. In case of voting, only Members and Life Members will be allowed to give his/her vote. A person will cease to be a member of BdFISH if he/she is violated national/international law and/or BdFISH ordinance. The membership will be ceased by BEB with the prior approval of BGB.
5.8
The amount of any membership fees will be revised from time to time by the BEB with the prior approval of BGB as may be deemed expedient.

 

6.  Activities/Initiatives:

To share fisheries information, BdFISH already has taken some initiatives and some are in the pipeline. All are given bellow-

6.1 BdFISH Popular Publication Unit:
a. BdFISH Feature : An online publication of fisheries features special reference to Bangladesh
b. BdFISH Bangla : An online publication of fisheries features in Bangla
c. BdFISH Gallery : An online platform of fisheries relevant media gallery (image/audio/video)
d. BdFISH Dictionary : An online publication of fisheries dictionary
e. BdFISH Magazine : An wall / print / electronic magazine of popular writings

6.2 BdFISH Scientific Publication Unit:
a. BdFISH Journal : An online and offline publication of BdFISH journal/s

6.3 BdFISH Archive Unit:
a. BdFISH Document : An online archive of fisheries relevant copyright free documents
b. BdFISH Event : An online archive of fisheries relevant events alert worldwide
c. BdFISH YellowPage : An online directory of fisheries business and organization
d. BdFISH Reference : An online archive of fisheries reference (BdFISH Journal Format)
e. BdFISH News : An online archive of fisheries relevant news special reference to Bangladesh
f. BdFISH Library : An offline archive of Bangladesh fisheries relevant printed documents

6.4 BdFISH Service Unit:
a. BdFISH Answer : An online platform to arrange fisheries relevant questions and answers
b. BdFISH Quiz : An online platform to test fisheries knowledge
c. BdFISH Email : An email service only for BdFISH Members
d. BdFISH Workshop : An online platform to support to develop websites
e. BdFISH Shop : An online Platform to sell BdFISH publications, souvenirs and products
f. BdFISH Academy : An online platform to develop skilled fisheries manpower

6.5 BdFISH Organizing Unit:
a. To organize Quiz, Debate, Olympiad, Seminar, Conference, Fair, Exhibition, Film Show, Study tour etc.
b. To support to buildup BdFISH Club in different campus of Universities, Colleges etc.
c. To support to fisheries students, researchers, personnel, fishers etc. during their crisis moments
d. To build up an aquafarm to produce agro-fisheries products
e. To celebrate national and international days / weeks / fortnights / years etc. especial reference to fisheries and/or Bangladesh

6.6 New initiatives:
New initiatives will be also encouraged to develop the mode of this organization with the prior approval of the BEB.

 

7. BdFISH Managing Bodies/Teams

Specific activity of BdFISH will be performed by the specific initiative team with the approval of BEB (BdFISH Executive Body) and BGB (BdFISH General Body) gradually.

7.1
The BdFISH Executive Body (BEB) oversees the organization as its managing authority and consists with eleven seats for Chairperson, Co-chairperson, Treasurer, Secretary and seven Members. Mentioned eleven seats are filled up as below –
a. Four seats (Chairperson, Co-chairperson and Members) are reserved for the members of the academic committee of the Department of Fisheries, University of Rajshahi. Among four seats, a seat (Chairperson) is kept for the chairperson and a seat (Co-chairperson) is kept for the upcoming chairperson of the mentioned committee. Rest two seats (Members) are selected by the members of the mentioned committee for three years.
b. Four seats (Treasurer, Secretary and Members) are reserved for the Initiative Team Leaders of BdFISH initiatives. All seats are selected by the Initiative Team Leaders for three years.
c. Three seats (Members) are reserved for the General Members and Life Members (not more than two from each category). These seats are selected by the Members of relevant category for three years.
7.2
Teams/Body will follow the procedure (mentioned below) to execute all activities/initiatives of BdFISH –
a. Any proposal is proposed by a Member of BdFISH through AGM of BGB or a member of the BEB through BEB meeting. Given proposal must be approved by the majority of positive vote of BGB or BEB Members (in presence of over one third BGB or one half of BEB members).
b. Chairperson will preside over as Chairman at every BEB and BGB meeting. In the case of an equality of votes, the Chairman of the meeting shall be entitled to a casting vote. The minutes of all meetings, confirmed at the next meeting, shall be deemed as a valid document.
c. Secretary is responsible to carry out all activities with the concern of Chairperson such as – to conduct all meetings (BEB meeting/s, AGM of BGB) to execute a specific activity/initiative through a responsible Initiative Team etc. with prior approval. To conduct a meeting, seven days’ notice for the BEB meeting (single days’ notice for emergency meeting) and thirty days’ notice for the GB meeting will be sufficient
7.3
An Initiative Team (consists with a Team Leader and Member/s) executes an initiative with the approval of BEB. It also decides working policy, terms and conditions, procedure etc. and executes specific activity/initiative with the approval of BEB and BGB gradually.
7.4
BGB (BdFISH General Body) consists with all members including initiative team and BEB. BEB executes AGM to pass the annual report of BdFISH including economic statement and future plan and reports to the Academic Committee of the Department of Fisheries, University of Rajshahi.
7.5
An Advisory Panel (consists with former Chairperson, Co-chairperson, Treasurer and Secretary (having BdFISH membership) reviews all activities of BdFISH during AGM of BGB and provides their recommendation for its development.
7.6
The BGB, BEB, Initiative Team and Advisory panel updates frequently according to the ordinance. After finishing the term of current body/team/panel, it will be continued all activities until the approval of new body/team/panel. In absence of Chairperson and/or Treasure, Co-chairperson and/or Secretary will be responsible to continue all respective activities (except voting) of BEB orderly as well as vice versa.

 

8. Economics

All activities of this organization are voluntary and not-for-profit. But fund or money is one of the main key factors to conduct any work or initiative. Sources of fund of the organization are membership fees, donation, grant, award, prize, service fees etc. through different types of BdFISH initiatives. Moreover publishing of advertize is allowed (need prior approval of BEB) to increase BdFISH fund.

8.1
Treasurer is responsible person to maintain all activities relevant to fund according to the decision of BEB. A bank account named “BdFISH” is run by the signature of Chairperson and Treasurer jointly. Moreover several bank accounts will be opened by the joint signature of any two Members of BEB with the prior approval of BEB.
8.2
The economic statement will be audited by at least two Auditor(s) appointed by the previous BGB.

 

9. Amendment

This ordinance will be effective after the acceptation of BEB, BGB and the Academic Committee of the Department of Fisheries, University of Rajshahi and by this acceptation the previous ordinance will be abolished itself. For its development any modification of this ordinance will be applied according to the mode of this organization through the BEB and BGB (by the majority of positive vote of BGB and BEB Members in presence of over two/third BGB and BEB members) with the concern of Academic Committee of the Department of Fisheries in future.
